Richard M. Sanders is a Senior Fellow, Western Hemisphere, at the Center for the National Interest in Washington D.C. He is a former member of the Senior Foreign Service of the U.S. Department of State, and he served in embassies throughout Latin America as well as in Spain and Canada.
